BC Recognized Products List: accepted
Enviro-Rock is listed as an accepted product under Lightweight Fill Material (product 1414), which means it may be used on Ministry projects as long as it meets the requirements of the Standard Specifications and/or the Work.[1] The Ministry notes that a listing is not an endorsement or a guarantee of performance on a specific contract.[1] It was already listed in the April 2025 edition.[5]
Alberta: potential product
Alberta Transportation and Economic Corridors lists Enviro-Rock as a potential product for proprietary lightweight fill.[6] Its evaluation notes that the ministry has no experience with the product yet and that final acceptance as a proven product will be based on field performance.[7]
Elsewhere: project acceptance
Enviro-Rock is not on a product list in Washington, Oregon or California. On those projects, acceptance rests with the owner and the engineer of record, using the test reports below.
Independent testing
Tested by an independent lab
Over the past two years, engineers at Metro Testing + Engineering, a CCIL-certified materials laboratory, carried out laboratory and field testing of Enviro-Rock and presented the results at the 2026 Vancouver Geotechnical Society Symposium.[8][9]
Their paper covers quality control testing on three Lower Mainland projects: a soccer field on peat in Vancouver, a thermally insulating structural fill at BCIT, and a road elevation design.[8] The shear box and density tests used crushed material, because the test equipment limits particle size to 25 or 30 mm; the authors plan further testing on uncrushed material.[8]
The paper concludes that foam glass aggregate is "a suitable material for use as lightweight fill with good strength, and is generally cost effective." It also cautions that it "does not have good wear resistance and can be over compacted resulting in a higher density", and its results table reports a Micro-Deval abrasion loss of 32.2%.[8] Enviro-Rock's installation guide calls for light compaction to 10 to 20%, with no vibration on rollers.[10]

Ecora Consultants
Geotechnical engineer on a six-storey building on compressible clay in Kelowna, with Enviro-Rock named as the basis of design. The design was independently peer reviewed before tender.[12]
Van der Zalm + Associates
Specified Enviro-Rock for the Jim Lorimer Park playground in Burnaby.[13] Designed the Killarney Park soccer field in Vancouver, where Enviro-Rock was accepted as the approved equal to the originally specified pumice.[14]

Manufacturer
The company that makes it
Enviro-Rock is manufactured by Enviro-Corp Recycling, a division of United Concrete & Gravel Ltd.[15] The business began as Ever-Redi Concrete Products Ltd. in Quesnel[3], registered in 1977, and United Concrete & Gravel Ltd. is an active BC company today.[4][16]
The parent company employs more than 75 people and has facilities in Quesnel, Williams Lake and 100 Mile House[3], and its Quesnel plant is listed as a Concrete BC certified plant.[17]
Its glass business has processed BC's recycled bottles for more than fifteen years: Encorp Pacific's 2010 annual report names United Concrete as Encorp's contracted glass processor.[18] Enviro-Rock is made from that recycled glass, and the foaming oven is in Quesnel.[2]
From the same glass, Enviro-Corp also makes Enviro-Grit blasting abrasive, Enviro-Cullet furnace-ready glass and Vitro Clear water filtration media.[19]

Is Enviro-Rock approved for highway work?
